calls at least once a day for the past two weeks on answering no one speaks and the line cuts off if you decline the call they call back later in the day .

They say they are from virgin media but when you challange them they get a little noisy and they hang up when they realised I'm not letting any information for them to use

Any number starting 0203... is coming through a Virtual Personal Network and is used by scammers to hide there location. Usually it is associated with a phone contract that you may or may not have. I have had several of these calls where only the first 4 digits '0203' are the same. Do not answer these calls.
